A hydrogen bond can be formed between...?

It's c). Hydrogen bonds are intermolecular forces of attraction, that is, attractions between two different molecules, not two different atoms. So the Hs in H2O hydrogen bond to other Hs in other H2O molecules. In general, hydrogen bonds can only happen between molecules with oxygen, fluorine, or nitrogen.
