Does an un-activated lead-acid battery have a charge?

I just bought a battery and I'm not sure if acid/water has been added already. O'Reilly told me because it has 12V it's active, but I can never trust them (especially because they told me to activate it). Some explanation behind your answers would be nice too, just saying yes or no won't help me understand much.
